The Norfolk/Portsmouth Bar Association is a voluntary group of attorneys in Virginia who practice in that geographical area. Even though our law firm is located in Virginia Beach, we stay very active with the Norfolk and Portsmouth Bar. Part of the reason is that the Cities of Norfolk and Portsmouth, Virginia, are some of the main places where we practice law. Generally, Norfolk, Virginia, and Portsmouth, Virginia, are considered a better venue for plaintiff personal injury cases from the side of the injured person than other area cities like Virginia Beach. The whole area sometimes called Hampton Roads, or Tidewater, Virginia (VA), is really a combination of several adjacent cities.
have served on various committees for the Norfolk/Portsmouth Bar Association including on the lawyer referral system. The lawyer referral system allows people with any kind of case, including a personal injury or automobile accident case, to find a local attorney. Individual attorneys join the attorney referral system for the Norfolk/Portsmouth Bar by paying a fee and confirming they have malpractice insurance. Then, as cases come into the Norfolk/Portsmouth Bar, their staff refers them on a rotating basis to attorneys who certify that they have expertise in the area in question. Because all our firm does is injury law, that is all that we sign up for on the Norfolk/Portsmouth Bar attorney referral system. We indicate on the form the areas in which we accept cases including automobile accidents, product liability, premises liability/slip and fall, dental malpractice, medical malpractice, railroad crossing accidents, and F.E.L.A. on duty work injuries to railroaders. When a case comes in to Norfolk/Portsmouth Bar referral system, they will send it to us along with other injury attorneys in their system for assistance. This referral system is a really good program because it allows the citizens and consumers in the area of Norfolk/Portsmouth to be able to get a referral from a bar association for an attorney rather than simply picking someone off the TV or out of the Yellow Pages. If a person calls about a personal injury case through the Norfolk/Portsmouth Bar system, I charge them the same contingency fee as if they came in through some other source. This means that I do not charge the injured client anything for my time unless and until I get a recovery for them.

Rick Shapiro has practiced personal injury law for over 30 years in Virginia, North Carolina, and throughout the Southeastern United States. He is a Board-Certified Civil Trial Advocate by the National Board of Trial Advocacy (ABA Accredited) and has litigated injury cases throughout the eastern United States, including wrongful death, trucking, faulty products, railroad, and medical negligence claims. During his three-decade career, Shapiro has won client appeals before the VA Supreme Court, VA Court of Appeals, NC Supreme Court, SC Supreme Court, WV Supreme Court, TN Supreme Court, and three times before the United States Court of Appeals for the Fourth Circuit, underscoring Shapiro’s trial achievements. In addition, he and his law firm have won settlements/verdicts in excess of $100 million. His success in and out of the courtroom is a big reason why he was named 2019 “Lawyer of the Year” in railroad law in U.S. News & World Report's Best Lawyers publication (Norfolk, VA area), and he has been named a “Best Lawyer” and “Super Lawyer” by those peer-reviewed organizations for multiple years. Rick was also named a “Leader in the Law, Class of 2022” by Virginia Lawyers Weekly (total of 33 statewide honorees consisting of lawyers and judges across Virginia). And in September 2023, Rick was selected as a recipient of the National Board of Trial Advocacy (NBTA) 2023 President’s Award. Although many nominations were submitted from across the country, Rick was just one of eight attorneys chosen by the prestigious National Board which certifies civil trial attorneys across the U.S. Rick was also recently named to Virginia Lawyers Weekly 2024 Virginia’s Go To Lawyers Medical Malpractice. The attorneys awarded this honor are nominated by their colleagues and chosen by a panel from the publication.
